KAJIAN KARAKTERISTIK KECELAKAAN SEPEDA MOTOR
DI KOTA SURABAYA

ABSTRAK
Kota Surabaya adalah salah satu kota yang mengalami peningkatan tajam
jumlah kecelakaan sepeda motor, dimana setiap harinya rata-rata dua orang
meninggal dunia akibat kecelakaan sepeda motor. Penelitian ini bertujuan untuk
mengetahui karakteristik kecelakaan sepeda motor di kota Surabaya, serta
menyusun rekomendasi program aksi. Metode yang digunakan adalah analisis
deskriptif dengan data yang diperoleh dari Kepolisian Wilayah Kota Besar
Surabaya, berupa data kecelakaan tahun 2006 – April 2009. Lokasi penelitian
meliputi 20 ruas jalan arteri.
Hasil analisis deskriptif menunjukkan bahwa proporsi terbesar kecelakaan
sepeda motor terjadi pada hari kerja (Senin – Jumat), pukul 06.00 – 12.00 WIB,
dengan mayoritas pengendara yang terlibat kecelakaan berjenis kelamin laki-laki
(83%), berusia produktif 18 - 25 tahun (28%), dan bekerja di sektor swasta (76%).
Ruas jalan Ry. Ahmad Yani merupakan ruas jalan dengan rata-rata kecelakaan
sepeda motor tertinggi (4.5 kecelakaan/bulan) dan rata-rata korban terbesar (2.3
orang meninggal dunia atau luka berat/bulan).
Program aksi yang direkomendasikan antara lain: pengawasan yang lebih
efektif di ruas jalan kota Surabaya pada hari Senin – Jumat, pukul 06.00 – 12.00
WIB, penetapan jalan Ry. Ahmad Yani sebagai kawasan tertib lalulintas, serta
perbaikan dalam upaya penanganan kecelakaan untuk meminimalkan jumlah
korban khususnya korban meninggal dunia dan luka berat.

ABSTRACT
Surabaya is one of the cities that has increasing amount of motorcycle
accident, in which there were about two victims killed every day. This study aims
to find the characteristics of motorcycle accidents in Surabaya and to develop
recommendation relating with motorcycle safety program. The method used is
descriptive analysis with the data based on the data of accidents in the year 2006
to April 2009 which is obtained from the Police Department. This study covered
20 arterial roads.
The result of the descriptive analysis shows that most of motorcycle
accidents happened at the working day (Monday – Friday), at 06.00 – 12.00 am.
Male-riders (83%) with ages range between 18 – 25 (28%), and who those
working at the private sectors (76%) had the most portion of getting accidents.
The Ahmad Yani street had the highest rate of accident (4.5 accident/month), with
2.3 victims killed or seriously injured per month.
The action programs recommended based on the result of descriptive
analysis are: pay more attention the safety situation for arterial roads at working
day (Monday – Friday), at 06.00 – 12.00 am, establish the Ahmad Yani street as one of the road safety zone, and improve the mechanism of emergency response
to traffic accident victims
