PENETAPAN TARIF ANGKUTAN UMUM BERDASARKAN BIAYA OPERASIONAL KENDARAAN (BOK) DI KOTA ENDE

Abstract

Penentuan tarif ditentukan oleh banyak faktor seperti status ekonomi masyarakat, biaya pemeliharaan/suku cadang, harga bahan bakar, maupun sarana dan prasarana yang ada. Penentuan tarif juga memerlukan penanganan serta kebijakan yang baik dari pemerintah agar tidak merugikan penyedia jasa dan pengguna jasa angkutan umum. Penelitian ini bertujuan untuk menghitung tarif angkutan umum berdasarkan Biaya Operasional Kendaraan (BOK) menggunakan metode Direktur Jendral Perhubungan Darat nomor SK.687/AJ.206/DRJD/2002 dan mengetahui daya beli penumpang dari kemampuan (Ability) dan kemauan (Willingness) untuk membayar tarif angkutan umum menggunakan metode travel cost dan stated preference. Berdasarkan hasil analisis menunjukkan bahwa tarif yang diperoleh untuk angkutan umum Kota Ende berdasarkan metode Direktur Jendral Perhubungan Darat yaitu Rp 4.865,02. Berdasarkan ATP sebesar Rp 4.103 dan WTP sebesar Rp 2.570. Dari hasil analisis pada pembahasan diatas, diperoleh nilai BOK untuk umum lebih kecil dari nilai tarif dan lebih besar untuk pelajar. Nilai ATP lebih besar dari WTP (ATP>WTP). Hal ini menunjukkan kemampuan membayar lebih besar dari keinginan membayar jasa angkutan. Kondisi ini disebut dengan Choiced Riders (bebas memilih).

The determination of tariffs is determined by many factors such as the economic status of the community, maintenance/spare parts costs, fuel prices, as well as existing facilities and infrastructure. Determining tariffs also requires good handling and policies from the government so as not to harm service providers and users of public transportation services. This study aims to calculate public transportation fares based on Vehicle Operating Costs (BOK) using the method of the Director General of Land Transportation number SK.687/AJ.206/DRJD/2002 and to determine the purchasing power of passengers from the ability  and willingness  to pay public transportation fares using  the travel cost and stated preference method. Based on the results of the analysis, it shows that the fare obtained for public transportation in Ende City based on the method of the Director General of Land Transportation is Rp 4,865.02. Based on ATP of IDR 4,103 and WTP of IDR 2,570. From the results of the analysis in the discussion above, it was obtained that the BOK value for the general public was smaller than the tariff value and larger for students. The ATP value is greater than WTP (ATP>WTP). This shows that the ability to pay is greater than the desire to pay for transportation services. This condition is called Choiced Riders.
